word-spacing: 1px;\">DC Office of Planning Has Abandoned Racial Equity<\/span><span style=\"color: #313131; word-spacing: 1px;\">, Except Ward One Councilmember Brianne Nadeau and Greater Greater Washington<\/span><\/span><\/div>\n<div dir=\"ltr\">\n<div><strong style=\"font-size: large;\"><br \/>\nWards 1 &amp; 2, Washington, DC<\/strong><span style=\"font-size: large;\"> &#8212; On Monday, February 12, 2024, a fourth in a series of hearings was held by the DC Zoning Commission with regards to the high-density rezoning of 1617 U Street &#8212; a 2-acre public site that is the current home of the 3D MPD station and Engine 9 fire department.<\/span><\/div>\n<div><\/div>\n<div><span style=\"font-size: large;\"><span style=\"color: #1c1c1c; font-size: 19.5787px; font-family: 'Plus Jakarta Sans',sans-serif; background-color: #ffffff;\">If the zoning application is approved, Councilmember Nadeau and the Mayor would be able to green light the transfer of 1617 U Street (2-acres of public land) to a yet-to-be-named developer who could then construct and profit from a very dense 10-story + penthouse building \u201cby-right.\u201d<\/span><\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><em><strong><span style=\"font-size: large;\">At all prior hearings nearly everyone has said the Office of Planning (the rezoning applicant for the Mayor) has admittedly failed at community engagement, especially to the nearby directly affected Black community that remain in the community.<\/span><\/strong><\/em><\/div>\n<ul>\n<li><span style=\"font-size: large;\"><span style=\"font-size: large;\">The <a href=\"https:\/\/savedcpublicland.org\/the1617project\/2024\/01\/24\/zoning-commission-chair-anthony-hood-agrees-with-community-wants-more-public-outreach\/\" target=\"_blank\" rel=\"noopener noreferrer\">Chair of the Zoning Commission<\/a> as well as other Commissioners have said it,<\/span><\/span><\/li>\n<li><span style=\"font-size: large;\"><span style=\"font-size: large;\">former <a href=\"https:\/\/app.dcoz.dc.gov\/CaseReport\/ViewExhibit.aspx?exhibitId=333824\" target=\"_blank\" rel=\"noopener noreferrer\">Ward 2 Councilmember Jack Evans<\/a> has said it,<\/span><\/span><\/li>\n<li><span style=\"font-size: large;\"><span style=\"font-size: large;\">lawyers with the <a href=\"https:\/\/www.youtube.com\/live\/xr-8mUtfKko?feature=shared&amp;t=10784\" target=\"_blank\" rel=\"noopener noreferrer\">DC Attorney General<\/a> have said it,<\/span><\/span><\/li>\n<li><span style=\"font-size: large;\">and the DC Office of Planning themselves have admitted it under questioning.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: large;\"><br \/>\nThe Office of Planning has not done the public engagement necessitated by a very dramatic change in land use (allowing dense downtown-sized buildings standing 100+ feet tall) that will permanently change the west end of the U Street corridor and threaten to continue the displacement of housing-vulnerable residents nearby.<\/span><\/p>\n<p><em><span style=\"font-size: large;\">The <a href=\"https:\/\/planning.dc.gov\/publication\/2020-census-information-and-data\" target=\"_blank\" rel=\"noopener noreferrer\">2020 Census shows Ward 1<\/a> with the greatest displacement of Black residents in the past decade, 25% of the population has been made gone.<\/span><\/em><\/p>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div style=\"text-align: center;\"><span style=\"font-size: 24pt;\"><strong>The only ones defending OP&#8217;s lack of community outreach particularly to the affected Black community is Ward One Councilmember Brianne Nadeau and Greater Greater Washington.<\/strong><\/span><\/div>\n<div><\/div>\n<div><span style=\"font-size: large;\"><img loading=\"lazy\" decoding=\"async\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"https:\/\/images.foxtv.com\/static.fox5dc.com\/www.fox5dc.com\/content\/uploads\/2023\/02\/932\/524\/Brianne-Nadeau.jpg?ve=1&amp;tl=1\" width=\"363\" height=\"204\" \/><\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">At a recent community gathering, <a href=\"https:\/\/savedcpublicland.org\/the1617project\/2024\/01\/24\/zoning-commission-chair-anthony-hood-agrees-with-community-wants-more-public-outreach\/\" target=\"_blank\" rel=\"noopener noreferrer\">Black neighbors have heard Councilmember Nadeau<\/a> suggest that there&#8217;s been more than enough outreach done and <a href=\"https:\/\/app.dcoz.dc.gov\/CaseReport\/ViewExhibit.aspx?exhibitId=331918\" target=\"_blank\" rel=\"noopener noreferrer\">Nadeau&#8217;s letter to the zoning record<\/a> makes nary a mention of OP&#8217;s missing engagement for this luxury upzoning.<\/span><\/div>\n<div><\/div>\n<div>\n<div><\/div>\n<div><span style=\"font-size: large;\"><img loading=\"lazy\" decoding=\"async\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"https:\/\/ggwash.org\/images\/made\/images\/posts\/_resized\/unnamed_(16)_1041_781_90.jpg\" width=\"281\" height=\"211\" \/><\/span><\/div>\n<div><span style=\"font-size: large;\"><br \/>\nAnd a<\/span><span style=\"font-size: large;\">t the last zoning hearing, <a href=\"https:\/\/ggwash.org\/view\/71295\/please-welcome-our-new-housing-program-organizer-alex-baca\" target=\"_blank\" rel=\"noopener noreferrer\">Alex\u00a0Baca<\/a>, lead staffer at the pro-growth advocacy group Greater Greater Washington downplayed and defended the lack of outreach to the Black neighbors around the site:<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<blockquote style=\"margin: 0px 0px 0px 0.8ex; border-left: 1px solid #cccccc; padding-left: 1ex;\"><p><strong><span style=\"font-size: large;\"><em>&#8220;&#8230; I have been somewhat distressed to hear &#8230; that [OP&#8217;s] lack of a certain volume and type of outreach beyond the zoning code&#8217;s notice of intent requirements for map amendments is a cause for concern and further that targeted outreach [to Black residents] is tantamount to a map amendment application being racially equitable.&#8221;\u00a0 <\/em>Baca\u00a0went on to proclaim that she could find no such racial equity outreach mandate requiring the DC Office of Planning to\u00a0<em>&#8220;conduct more outreach [to the affected Black community] than it has.&#8221;<\/em><\/span><\/strong><\/p><\/blockquote>\n<blockquote style=\"margin: 0px 0px 0px 0.8ex; border-left: 1px solid #cccccc; padding-left: 1ex;\"><p><span style=\"font-size: small;\"><a href=\"https:\/\/www.youtube.com\/live\/rmB-8bjfVQ4?si=kFRPRG7QCPv8h7b6&amp;t=9175\" target=\"_blank\" rel=\"noopener noreferrer\">Clip &#8211;&gt; https:\/\/www.youtube.com\/live\/rmB-8bjfVQ4?si=kFRPRG7QCPv8h7b6&amp;t=9175<\/a><\/span><em><span style=\"font-size: small;\"><br \/>\n<\/span><\/em><\/p><\/blockquote>\n<div><\/div>\n<div><\/div>\n<div dir=\"ltr\"><span style=\"font-size: large;\"><span style=\"font-size: large;\">In response to Alex\u00a0Baca&#8217;s &#8220;distress&#8221; about the need for more outreach to Black neighbors around 1617 U Street, the attorney for the Office of Zoning states:<\/span><\/span><\/p>\n<blockquote style=\"margin: 0px 0px 0px 0.8ex; border-left: 1px solid #cccccc; padding-left: 1ex;\"><p><span style=\"font-size: large;\"><strong><em>&#8220;The way I understood Ms.\u00a0Baca&#8217;s question was what was the source of any heightened community outreach obligations [to the impacted Black neighbors] in this situation&#8230; and my understanding [is] the Zoning Commission&#8217;s Racial Equity tool does include a community outreach component.
