OP <a href=\"https:\/\/app.dcoz.dc.gov\/Home\/ViewCase?case_id=23-02\" target=\"_blank\" rel=\"noopener noreferrer\">originally filed their rezoning application<\/a> in January 2023 and it was docketed as Zoning Case No. 23-02.\u00a0<\/span><\/p>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Now, OP <b><a href=\"https:\/\/app.dcoz.dc.gov\/CaseReport\/ViewExhibit.aspx?exhibitId=345762\" target=\"_blank\" rel=\"noopener noreferrer\">recently filed an amendment to their application<\/a><\/b> and despite overwhelming opposition, OP persists in pushing the controversial MU10 zone district.<\/span><\/div>\n<div><\/div>\n<div><span style=\"font-size: large;\"><img loading=\"lazy\" decoding=\"async\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"https:\/\/i0.wp.com\/savedcpublicland.org\/the1617project\/wp-content\/uploads\/2023\/12\/1617u_hakeem_massing.png?w=858&amp;ssl=1\" width=\"382\" height=\"254\" \/><\/span><\/div>\n<p><span style=\"font-size: large;\"><b><u>Background<\/u>: <\/b>Over <b><a href=\"https:\/\/savedcpublicland.org\/the1617project\/2024\/03\/18\/1617-u-street-luxury-zoning-hearings-over-record-closed-zoning-commission-to-discuss-next-steps-on-may-9th\/\" target=\"_blank\" rel=\"noopener noreferrer\">six zoning hearings that started earlier this year<\/a><\/b>, more than fifty residents testified in person their clear resistance to OP&#8217;s proposed luxury rezoning. Neighbors also submitted more than two hundred written letters and more than 1,000 signatures on a petition in defiance of OP&#8217;s proposed dramatic land use changes. And, an unprecedented <a href=\"https:\/\/savedcpublicland.org\/the1617project\/2023\/12\/22\/giving-thanks-for-your-support\/\" target=\"_blank\" rel=\"noopener noreferrer\">five opposition parties are in the case<\/a> and they brought certified planning experts to the zoning hearings who demonstrated that high-density MU10 rezoning <b><a href=\"https:\/\/savedcpublicland.org\/the1617project\/2024\/02\/26\/the-mu-10-zoning-proposal-must-be-denied-as-harmful-to-black-dc-residents\/\" target=\"_blank\" rel=\"noopener noreferrer\">will lead to more displacement<\/a><\/b> of nearby vulnerable businesses and residents.<\/span><\/p>\n<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><span style=\"font-size: large;\"><img loading=\"lazy\" decoding=\"async\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"https:\/\/i0.wp.com\/savedcpublicland.org\/the1617project\/wp-content\/uploads\/2024\/05\/Screenshot_2024-05-22_19-51-30.png?w=762&amp;ssl=1\" width=\"487\" height=\"316\" \/><\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><span style=\"font-size: large;\"><span style=\"font-size: large;\"><b>On May 9, 2024,<\/b> the <a href=\"https:\/\/savedcpublicland.org\/the1617project\/2024\/05\/23\/may-9-2024-zoning-meeting-redux-is-mu10-really-dead\/\" target=\"_blank\" rel=\"noopener noreferrer\">Zoning Commission deliberated<\/a> about OP&#8217;s zoning application and three of four Zoning \u00a0Commissioners suggested the MU10 high-density zone is &#8220;not appropriate&#8221; given the context of the low-rise community nearby and won&#8217;t &#8220;strike a balance&#8221; among other concerns. \u00a0<\/span><\/span><\/p>\n<blockquote style=\"margin: 0px 0px 0px 0.8ex; border-left: 1px solid #cccccc; padding-left: 1ex;\"><p><span style=\"font-size: 18pt;\"><i><b>&#8220;The Commission seems to be hearing us, but it sounds like the Mayor&#8217;s Office of Planning has shoved in their earplugs,&#8221;<\/b> <\/i>stated Debby Hanrahan with Save DC Public Land: Working for a Truly Affordable, Safe and Racially Equitable U Street.<\/span><\/p><\/blockquote>\n<p><span style=\"font-size: large;\"><br \/>\nHanrahan points to <a href=\"https:\/\/app.dcoz.dc.gov\/CaseReport\/ViewExhibit.aspx?exhibitId=345762\" target=\"_blank\" rel=\"noopener noreferrer\">the recently filed request by the Office of Planning to the Commission seeking to amend their application for a brand new split-zoning approach<\/a>, with a lower density zone along V Street (MU4) and <span style=\"text-decoration: underline;\"><i>the same controversial high density zone (MU10) along U Street.<\/i><\/span><\/span><\/p>\n<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><span style=\"font-size: large;\"><span style=\"font-size: large;\"><span style=\"font-size: xx-large;\"><b><img loading=\"lazy\" decoding=\"async\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"https:\/\/i0.wp.com\/savedcpublicland.org\/the1617project\/wp-content\/uploads\/2024\/03\/shutterstock_15753445.jpg?w=600&amp;ssl=1\" width=\"328\" height=\"220\" \/><\/b><\/span><b>More community disregard:<\/b> The Office of Planning didn&#8217;t serve their request to amend their zoning application to all the parties, choosing not to notify the next-door Tenants of Rochelle Apartments party.<\/span><\/span><\/p>\n<blockquote style=\"margin: 0px 0px 0px 0.8ex; border-left: 1px solid #cccccc; padding-left: 1ex;\"><p><span style=\"font-size: large;\"><span style=\"font-size: 18pt;\"><i><b>&#8220;Par for the course, OP continues to be sloppy and continues to discard neighbors even now procedurally,&#8221; <\/b><\/i>said Hanrahan who pointed to how OP has treated the Black Neighbors party (<a href=\"https:\/\/www.youtube.com\/watch?v=_jLKYM-tanU\" target=\"_blank\" rel=\"noopener noreferrer\">click for video<\/a>). <\/span>\u00a0 \u00a0<\/span><\/p><\/blockquote>\n<p><span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<div><\/div>\n<div><span style=\"font-size: large;\"><span style=\"color: #000000; background-color: #fbeeb8;\"><i><span style=\"font-size: 18pt; background-color: #fbeeb8;\">The Zoning Commission may take up OP&#8217;s request at their next zoning meeting, Thursday, May 30, 2024, starting at 4PM.
